She gave him a choice between two long-term care burn treatment facilities.

Willow Corinthos (Katelyn MacMullen) and Sonny Corinthos (Maurice Benard), along with Carly, decided that Michael should be woken up from his induced coma to have a say in his treatment.
Michael had a choice between a facility close to home or a revolutionary burn treatment center in Germany, and Michael chose Germany.

Jax Brennan (Charles Shaughnessy) helped organize a spot for Michael at the German facility and arranged medical transportation for him.
